1. General provisions

The dormitories of Budaörsi street and Somlói street, scholars, guests and tenants staying in and visitors belonging to them come under the effect of the Dormitory Policy.

2. Services provided by the dormitory

2.1 Basic services

Basic services provided by the dormitory and involved by the monthly-paid fee are:

  • Basic room equipment (bed, chair, table, wardrobe)
  • Hot and cold water supply
  • Heating supply
  • Electricity supply (for lighting and for equipment of the dormitory)
  • Bed-linen (duvet and pillow, no cover)
  • Public rooms and places (not after private programs)
  • Cleaning service for the public places of the dormitory (not after private events)
  • Study rooms
  • Cooking facilities
  • Fridge-freezer in the rooms
  • Public telephone
  • Refuse collection
  • Extermination of rodents and insects
  • Maintenance service and repairs
  • Non-stop reception service
  • Medical care in the doctor’s office: nurse service on each working day and doctor on duty twice a week on afternoon

2.2 Complementary services

The dormitory has the right to charge fees for comlementary services:

  • Washing facilities with a washing-mashine
  • Private telephone in the room with an own number – on request
  • Printing and xerox facilities
  • Sport equipment
  • Internet acces in the rooms

3. The rights and obligations of the residents

3.1 The residents are allowed to use the services provided by the dormitory and to use the public places.

3.2 They have the right to tranquilly use the services and facilities and to live and study without being disturbed.

3.3 They can join the activities of the Student Government. Students having official educational relations with the Balassi Institute can elect the members of the Student Goverment as well as they can be elected to be a member of it.

3.4 The residents have the right to have visitors or guests in accordance with the rules.

3.5 The dormitory provides health service for its residents.

3.6 The dormitory is obliged to properly inform the residents about their rights and obligations and about the Dormitory Policy.

3.7 The residents have the right to discuss and make proposals about the regulations in connection with living in the dormitory. Their forum for discussion is the Student Government.

3.8 Allowances, benefits, services and facilities provided by the dormitory can not be conveyed to persons who are not residents.

3.9 Residents from abroad are obliged to register as a resident with the address of the dormitory at the competent department of the Immigration Office while the hungarian residents are obliged to register with the address at the competent local government within 10 days after moving in. When moving out or terminating the contractural relationship they have to de-register from the dormitory and to inform the competent offices about it.

3.10 The residents are obliged to obey the rules of fire, health and safety provisions and other official regulations.

3.11 They are required to protect the assets, equipment, furniture and the building of the dormitory and they are required to compensate for damages.

3.12 They are obliged to obey the rules of paying the dormitory fee and other complementary services and to pay them regularly as well.

3.13 Should disciplinary proceedings be opened against a scholar with a contractural relationship the regulations of the Disiplinary Code become normative.

4. Winning a place in and moving in the dormitory

4.1 Students who enrolled for the Balassi Institute and have hungarian state scholarship are automatically taken into the dormitory.

4.2 The head of the dormitory is entitled to consider about taking other persons into the dormitory even if they have a study relation with the Balassi Institute.

4.3 The room of a resident is appionted by the educators and the secretary of the dormitory. Also, they are competent in changing rooms and moving over.
Accordingly, residents who want to change their appionted room are obliged to ask the educators and the secretary for a written permit otherwise they are not allowed to move over in an other room.

4.4 Rooms of students studying at Corvinus University of Budapest are appointed by the deputy of the University.

4.5 Residents who are moving into the dormitory are given the room equipment that is drawn up to inventory. They take the responsibility for the assets and confirm this with their signing. Just for case of occurant demage they pay deposit.

4.6 In exceptional case the head of the dormitory has the right to order the residents to change their room if it is necessary for the interest of the dormtiory or for maximising the room in the most optimal way. The head of the dormitory is obliged to announce the order five days in advance of realising the change and the residents are obliged to accept it.

4.7 The residents are obliged to stay in the sick-room and follow the medical instructions if the doctor or the nurse of the dormitory orders it in a documented form.

4.8 For moving in, the residents need three portraits for pass to hand in to the secretariat. They sign the entry form and they shall be given the extracts from the Dormitory Policy and the regulations of accident prevention and fire service. They shall be given fire service education from the responsible person within one month after moving in. Fire service education is obligatory.

4.9 The legal relation with the dormitory exists until the resident de-registers at the secretariat officially, until the head of the dormitory orders them to be made de-registered or until a disciplinary resolution terminates their contractural relationship.

5. Provisions of paying fees

5.1 Scholars from abroad with a scholarship of the Republic of Hungary (earlier listed under categories of A1, A2, A3) are not obliged to pay accodomation fee for 10 months. Scholars earlier listed under the category of A1 are even not obliged to pay for the summer months.

5.2 Scholars who hold hungarian citizenship or dual citizenship (one hungarian), who are aliens studying in the Republic of Hungary on the ground of an international contract and who are child of diplomats and emissaries delegated here by other countries and fee-paying students are obliged to pay the fees that are determined by the headmaster’s direction.

5.3 Above the dormitory fee, all residents are required to pay additional charge for the single-bed room (if they appeal for one).

5.4 Dormitory fee of students from the Corvinus University of Budapest is paid by the University on the ground of a contract. Those students pay their fee towards the University.

5.5 Students listed under the point 5.2. and those ones who are listed under the point 5.1. and pay additional charge for a single-bed room are obliged to pay the dormitory fee for September within five days after moving in. For all the rest months of the year they are obliged to pay the full amount by the last day of the prevoius month.

5.6 There is the opportunity for paying more than one month dormitory fee in one amount simultaneously.

5.7 Ways of paying-in: by cheque or through the NEPTUN.NET system into the collective account of the Balassi Institute. If the head of the dormitory permits - in exceptional cases - there is the opportunity of paying in cash to the bursar of the dormitory.

The name of the resident, their Neptun identification code and the title of paying-in (month, year, dormitory fee) are needed to be indicated on all documents of paying-in. Certificates of posting with the name, identification code and title of paying-in are available at the educators or servants of the dormitory’s secretariat.

5.8 Payment slip of the cheque or the remittance is needed to be shown in the study office or in the secretariat by the end of the previous month.

5.9 Should a resident miss paying in the topical dormitory fee by the end the prevoius month they shall be moved out from the dormitory. Only in exceptionally justifiable cases is the head of the dormitory entitled to give dispensation.

5.10 The dormitory fee is counted from the previously assigned day of the registration and not from the day of real arrival of a resident.

5.11 Amounts of dormitory fee in case of moving in or out during the month:

A, by the 15th of the month:

  • the whole fee must be paid in case of moving in
  • 50% of the fee must be paid if a resident arranges the de-registration during the previous month
  • 100% of the fee must be paid without arranging the de-registration before

B, from the 16th of the month:

  • 50% of the fee must be paid in case of moving in
  • the whole fee must be paid in case of moving out

5.12 In the dormitory of Budaörsi street the residents have the possibility for acces to the Internet in their rooms for a monthly-payable extra IP fee that is to be paid in for every month until the last day of the previous month. The extra IP fee is 1200 HUF from the 1th of September, 2008.

5.12.1 The access to the Internet is only provided after that the resident paid in the fee and showed the stub of the check or the remittance. Should the resident miss paying in the IP fee the Internet service is broken until they settle the bill.

If the connection or reconnection is in the middle of a month the whole fee is to be paid as well.

If the resident move out of the dormitory before the 15th day of the month they are obliged to pay the whole fee as well.

5.12.2 The IP fees of the students of the Budapest Corvinus University are paid in full by the university.

5.12.3 Every resident has the right to use the computers in the public PC room of the dormitory in opening hours free of charge.

6. Fire, health and safety regulations

6.1 It is forbidden to keep or to use electric heater, immersion heater and hotplate in the rooms. The regulations of fire service and keeping electric device are available at the secretariat and are hanging on the notice boards of the dormitory.

6.2 It is strictly prohibited to use the fire service equipment (fire-extinguisher, fire hydrant, indicators) without reason and to cover the signals of the smoke alarm system!

6.3 It is forbidden to keep articles for use, pieces of equipment or furniture on the floors and steps for a long time period. The residents are required to make sure that people shall have free ways to get away from the building in case of fire.

6.4 Sitting in, climbing out or throwing objects out of the window is forbidden.

6.5 The residents are obliged to cover the bed linen, to make up the bed or to blanket it with a bedspread during the daytime.

6.6 The lavatories and public places are looked after by the cleaner service of the Institute. The residents are obliged to clean their own room and to melt down the fridge-freezer in their room from time to time.

6.7 The residents are required to take care of cleanliness of the public places (club, studyroom, PC room, fitness saloon, TV room) and make the lavatories (toilet, shower) and pieces of kitchen equipment clean after using them.

6.8 Keeping animals in the dormitory is prohibited.

6.9 It is forbidden to drink alcohol in the building of the dormitory during education period. Beyond the education period it is only permitted in the club and in the canteen area. Being under alcohol influence will not acquit anyone of taking responsibility for their actions.
Drug-abusing (using, selling) is strictly prohibited since it is a crime!

6.10 Smoking is only allowed in smoking-areas. Smoking in the rooms and non-smoking areas is prohibited and is considered as disciplinary delinquency. In case of breaking the rules of smoking the head of the dormitory has the right to ban residents from using the public places for a certain period of time.

6.11 In the interest of an efficient and speedy Internet and e-mail service it is forbidden to download great files from the Internet (films, audios, computer programs) to PC’s in the rooms and in the PC room during the daytime from 2 pm to 10 pm.
Only activities in accordance with the issues of the domitory (education, information, administration) are allowed to be done on the PC’s connected to the dormitory network (room PC’s, PC’s set in on the floors and in the PC room).
According to the above rule the next activities are forbidden:

  • every kind of private purpose profit-making activities;
  • publishing texts that offend the freedom of ideology and freedom for representing thoughts
  • publishing texts that offend or endanger the interests of the dormitory
  • transmitting services of the dormitory towards other places
  • using the internet, PC and softver in a way that disturbes and offends the other residents
  • Harassment via computer (rude letters, threatening letters, SPAMs)
  • distracting the others in working and doing their activities
  • wasting resources and make the others hampered by it

7. Guest reception

7.1 Visitors and guests can stay in the dormitory at visiting hours with obeying the provisions of the Dormitory Policy.

Visiting hours four visitors of the residents in the dormitory of Budaörsi street are: between 8am–23pm on school-days and between 8am–00 on other days; in the dormitory of Somlói street: between 2pm–23pm on school-days and between 8am–00 at night on other days.

7.2 The visitors are required to leave an identification document with a photo of them at the reception desk when they enter the dormitory. Only the receptionist has the right to let them enter the building.

7.3 The residents who have visitors take the responsibility of their guests to obey the Dormitory Policy and to leave in time. Visitors are not allowed to stay in the dormitory for the night apart from the cases determined under the points 7.5 and 8.5

7.4 If there is an evening program in the dormitory of Budaörsi street the visitors are not allowed to go up the floors and into the rooms of the residents after 7pm.

7.5 Visitors have the opportunity of staying in for the night if they have booked a room in advance.

Rules of order in spare rooms are available on a handout that is set in all of the rooms.

8. Dormitory order

8.1 The residents are only allowed to enter the building of the domitory by using their entry card.

8.2 For providing a calm and restful environment for residents and visitors silence should be kept from 11 pm until 7 am. Listening to or playing loud music, loudly singing or making any other noisy activities are not allowed on the floors and rooms of the dormitory during that time.

Residents are asked to be considerate of others and not to distract working and education activities during the daytime as well.

8.3 Meetings and private events (birthday/namesday party..) are allowed to be organised in the clubroom with a written permission signed by the educator on duty.

8.4 Programs that exceed the time limits or that are organised in other places and not in the appointed ones need a written permission signed by the head of the dormitory. (programs taking place in the yard of the dormitory also need a permission)

The permission has to be confirmed at least three days before the event and has to contain the name of the organizer and the competent persons who take the responsibility for cleanliness and order.

8.5 If a resident, their roommates and an educator on duty accepts it in writing guests can stay for the night in the rooms of residents for a fee.

8.6 Prospects and informants are allowed to be set only on the notice boards.

8.7 Putting over the pieces of furniture of the dormitory (chairs, tables, lights, ashtrays, benches) from their place to an other is not allowed.

8.8 There are assigned places for sport activities. The residents can use the sport instruments, gyms and courses of the dormitory if they take the responsibility of them.
Sport-courses of the dormitory of Budaörsi street still need to be renewed hereby under no circumstances is anyone allowed to use them.

8.9 Talking, singing, playing loud music is prohibited in front of the building of the dormitory after 10 pm and drinking there alcohol is prohibited all the time.

8.10 If the educator on duty has the suspicion of committing diciplinary delinquency (breach of the peace) he/she has the right to get into the suspicious room and to give instructions.

8.11 Breakdowns of the water, electricity, gas etc. supply in the rooms and in other places of the dormitory are to be registered into the notice book of breakdown. The book is available at the secretariat in the dormitory of Somlói street and at the reception in the dormitory of Budaörsi street.

8.12 If the residents register a breakdown into the notice book they accept that a worker of the Institute or a technician with the worker shall enter their room and get through with the reparation there.

8.13 Educators have the right to visit the rooms with a servant of health service to supervise the hygienic conditions of the room even if the residents are not in the dormitory. The residents have to be informed about hygienic control in advance on the notice boards.

8.14 Study room is available for all students all the time round the clock. Disturbing others in studying there and taking away pieces of equipment from there are not allowed.

8.15 It is allowed to organise loud music parties in the clubroom on days that are not followed by a school-day between 4 pm and 1 am. On days before school-days and in the exam period parties are not allowed at all.

8.16 The key of the clubroom is available from the educator on duty and had to be given back in the office of secretariat until 12 am on the day after the event. The person who takes the key takes the responsibility for the cleanliness, for the equipment, for the compliance of the rules and for the close-down of the clubroom as well and confimrs this fact with a signing.

8.17 The piano room is in service until 11 pm each day mostly for students who need practising for their studies. Keys are available from the receptionist against the student card and with the permission of the head of the dormitory.

8.18 Letters sent to the residents are put in the letter boxes next to the reception. Postal parcels and registered posts can be recieved at the dormitory office.

8.19 Residents are obliged to lock the doors of their rooms by leaving in the interest of keeping in safe their own and their roommates’ assets. The directory recommends not to keep valuable things, jewellery or too much money in the rooms. Only for a while (maximum two weeks) the dormitory assumes responsibility for small assets against a proof of receipt. Beyond this service the dormitory will take no responsibility for any assets.

9. Obligation of damages and deposit

9.1 Residents are responsible for pieces of furniture, equipment and good conditions of the rooms.

9.2 Not using pieces of equipment according to the rules, painting, moving them over or tearing them are not allowed.

9.3 Room decorating (setting paintings, shelves…) is only allowed if it will not cause damages in the room’s condition. If it does the residents are obliged to pay damages. Using nails, drawing pin or stick-on labels for decorating is not allowed.

9.4 Breakdowns of the water, electricity, gas etc. supply occuring in the rooms and in the public places of the dormitory are to be registered into the notice book of breakdown. If the breakdown is not registered in the notice book then the residents who missed noticing are responsible for the newly-occuring problems (leakage…).

9.5 Residents are obliged to make repair to or pay damages for pieces of equipment that they have done harm to. The extent of the damage is determined by the secretary of the dormitory after discussing the case with the caretaker and the technical leader.

9.6 Should the residents loose the room key they are obliged to notify the fact in the office of secretariat and it shall provide a new key after paying compensation. Changing the lock of the door, making any other keys and giving the key to other unauthorized persons are strictly prohibited.

9.7 Paying the deposit is a precondition of moving into the dormitory except for students of the Corvinus University of Budapest due to their deposit is paid by the University on the ground of a contractural relationship. There is no opprotunity for putting off or getting exemption from paying the deposit.

9.8 The residents are obliged to pay two amounts for deposit. 5 000 HUF for possible cases of damages in the rooms and 1 500 HUF for possible case of loosing the enter card and needing to make a new one. Deposits are payable by cheque that is available in the office and the slip of the cheque is needed to be shown there after paying in.

9.9 Deposits shall only be used for compensation if the residents do not pay damages until their departure from the dormitory.

9.10 If the residents have nothing to compensate for they shall be given back the amounts of deposit by their final departure. They are obliged to indicate the intention of leaving at the secretariat seven days in advance.

9.11 The head of the dormitory has the right to make a decision about the amount of deposits left in the dormitory with the agreement of the head of Student Government. The amount is only usable for improving the public equipment or organising common programs, events, excursions for residents.

9.12 Students of the Corvinus University of Budapest who live in one of the dormitories of the Balassi Institute are not obliged to pay deposit. They shall be given their enter card by the University. Should the students from the University do any harm for the equipment and assets of the dormitory they are obliged to compensate for it. The University helps the Institute with the realisation of compensating (by warning the students and not allowing them to registrate for the next academic term) and guarantees the paying. If the students do not fulfil their obligation even after an admonition the University is entitled to order them to move out of the dormitory.

10. Departure from the dormitory

10.1 The residents are obliged to inform the educator on duty about their intention of moving out at least five days in advance. Students of the Corvinus University of Budapest have to inform the assigned deputy of the University about it.

10.2 The residents are obliged to pay all of their dues before moving out.

10.3 They have to leave the dormitory at least until the 1th of July and scholars of the Balassi Institute have to leave by the end of their scholarship. The head of the dormitory has the right to extend the deadline if a resident handles in a written application for him seven days in advence.

10.4 Residents who stay for the summer (July, August) shall pay the summer dormitory fee. The amount of accommodation for the summer depends on the number of free rooms and the possible summer rooms are appointed by the head of the dormitory. The amount of summer dormitory fee is regulated by the order of the Director.

10.5 The amount of the dormitory fee for the students of the summer language course is regulated by the order of the DIRECTOR-GENERAL.

10.6 The official process of moving out: giving back the pieces of inventory, the room key and the entry card to the educator on duty or to the secretary. Residents can arrange the official moving out by proxy if they are not able to do it themselves and if the proxy assumes the financial responsibility.

10.7 The room has to be left clean and tidy after moving out. The room key, the hired telephone and other dormitory assets have to be taken to the office of secretariat, the borrowed books have to be taken back to the library of the dormitory. An educator of the dormitory takes a look into the room and checkes the equipment according to the inventory.

10.8 The dormitory of Budaörsi street provides the opportunity of storing the personal assets of the residents who have won a place for the next academic year until the 15th of September.

10.9 Students of the Corvinus University of Budapest shall give an account for the pieces of inventory, for assets of the dormitory and for the caused damages towards the deputy of the University.

11. The effect and violation of the Dormitory Policy

11.1 Each student and resident of the dormitories of Budaörsi and Somlói street comes under the regulations of the Dormitory Policy. If someone offends one of these regulations he/she commits disciplinary delinquency.

11.2 Scholars studying in the Balassi Institute who committed disciplinary delinquency shall be punished according to the regulations of the Disciplinary Code.

11.3 Disciplinary cases of the students from Corvinus University of Budapest are considered by the Director of the University’s dormitory of Faculty of Public Administration. If the head of a dormitory of the Balassi Institute proposes it officially the Director is obliged to open disciplinary proceedings against the named student.

11.4 Disciplinary cases of any other residents are considered by the head of the dormitory. He/She is entitled to decide whether the resident can stay in or shall be excluded from the dormitory.

11.5 Those residents and guests who offend the regulations of the Dormitory Policy are banned from getting accommodation and can be banned from entering the building by a decision of the headmaster.

11.6 Disciplinary cases of residents delegated by the Ministry of Education and Culture on the ground of a contractural relationship are considered by the DIRECTOR-GENERAL after a proposal of the headmaster.

11.7 All workers of the dormitory have are obliged to follow the regulations of the Dormitory Policy and have the right to control if the rules are obeyed properly or not.

12. Closing provisions

12.1 The Dormitory Policy of the dormitories of Balassi Institute is operative from the 1th of September, 2007.
